6 Why Are Official GDP Numbers Missing the Reality of Informal Labor?

India's labor market faces a long-standing structural challenge where high economic growth does not produce sufficient formal employment. When unexpected disruptions occur, workers in tiny, unregulated firms bear a disproportionate burden without structural protections. In this episode, Yamini Iyer speaks with Dr. Amit Basole, Director of the Center for Sustainable Employment at Azim Premji University. They discuss how the pandemic worsened existing inequalities, why female labor force participation experienced sharp declines, and how large formal corporations recovered profitably while small micro-enterprises faced widespread bankruptcy. Pre-pandemic data shows that the working-age population grew at twice the rate of employment creation between 2011 and 2018. Women experienced higher rates of job loss, greater difficulty returning to work, and increased unpaid domestic responsibilities. Vulnerable households were forced to sell assets and take on heavy debt to pay for basic necessities like food, health, and rent. High-frequency household surveys are necessary to capture informal sector contractions that administrative or app-based data miss. Public investments in infrastructure, roads, water, and electricity are essential for reducing transaction costs for small businesses. A key contextual insight highlighted in the research is that nearly 50 percent of India's population lives just above the poverty line, leaving them one major income shock away from falling back into poverty due to the absence of a comprehensive social safety net. What strategic steps can the state take to transition from being perceived as a regulator to acting as an active enabler of public goods?
