The Government Built a National Tracking System
Joe and David return to Flock cameras and license plate readers, and this time there’s a paper trail. New reporting from 404 Media shows local police plate data is being funneled into federal surveillance centers. It goes through the High Intensity Drug Trafficking Areas (HIDTA) program, a little-known drug war grant program run out of the White House. The guys break down how it works: In Georgia, cities are required to sign data-sharing agreements with HIDTA. Houston’s HIDTA office built a database combining data from Flock, Axon and other camera vendors, with links to the DEA. Every agency points to another when you ask who holds your data. They also connect it to Project Hemisphere, the same Houston office’s warrantless program covering more than a trillion AT&T call records. That leads to the bigger question: can you have a drug war without a surveillance state? Plus a white pill: in United States v. Kyle, a federal judge ruled that a warrantless Flock search violated the Fourth Amendment. The ruling threw out evidence of 91 pounds of meth, and the guys go through the bodycam footage.
