Entry Type 13 Pushed to January 20: What It Means | Decoding Cross-Border Ecommerce | Ep #86
transcript
show notes
CBP just pushed Entry Type 13 from October 22 to January 20. That’s a reprieve on the deadline — not a reprieve on enforcement.
In this episode of the Decoding Cross-Border Ecommerce podcast, Clint Reid, Founder and CEO of Zonos, is joined by Jan Hoelterling, Zonos’ Head of Customs Strategy, and Jonathan Sullivan, Zonos’ Chief Data Scientist, for a quick update on what the push actually changes, what it doesn’t, and how postal operators, pharmacies, and brokers should be using the extra runway.
They walk through what Type 13 is at a high level (the first time all postal shipments will have an ACE entry, bringing visibility for CBP and every Partner Government Agency), the operational reasons the industry wasn’t ready for October 22 (every post office counter, every retail shipper, the ABIS and USPS systems, and the pharmaceutical lane in particular), and what the FDA’s “case-by-case” posture on personal-use pharmaceutical imports actually means in practice.
The conversation then shifts to what’s still at stake: why the interim spreadsheet process is effectively a scorecard — the lower a postal operator’s spreadsheet volume, the less scrutiny they’re likely to attract — why Zonos is still filing production Type 13 entries starting October 22 even though it’s voluntary, and the two regulatory documents everyone in this space should be reading now (the 103-page NPRM for Type 13 with a December 7 comment deadline, and the ANPRM tied to EO 14141 on foreign importer of record).
🎧 If you operate a postal lane into the U.S., broker postal shipments, or ship pharmaceuticals direct to U.S. consumers, this is the one to watch.
