Nearly 50,000 people crossed from Morocco into the tiny Spanish territory of Ceuta in roughly 24 hours, overwhelming one of Europe’s most vulnerable external borders. Spain eventually regained control. Most of those who crossed reportedly returned to Morocco, and none reached mainland Spain or the wider European Union. But the incident exposed a deeper problem: Europe’s Schengen system depends on every member protecting the bloc’s external border—and trusting that every other member will do the same.
