Jenna Quinn was first asked to speak in public and share her testimony as a young teenager. Since then, she has pioneered the national child sexual abuse prevention movement since 2004. She is also an author, TED speaker, conference trainer, and the namesake of Jenna’s Law legislation on the state and federal level. Passed unanimously in Texas in 2009, Jenna’s Law was the first child sexual abuse prevention education mandate in the U.S named after a survivor requiring K-12 sexual abuse prevention for students, school staff, and caregivers. It requires each school district to adopt and implement a prevention policy that educates students, teachers, and caregivers on how to prevent, recognize, and report child sexual abuse. Now, over half the country has adopted legislation reflecting the principals of Jenna’s Law, including federal legislation passed called, “The Jenna Quinn Law.” With an educational background in Psychology, Counseling, Applied Behavioral Therapy Services, and a Master’s Degree in Communication Studies, Jenna has reached international audiences, educating and sharing her inspiring story with legislatures, law-enforcement, abuse-prevention groups, schools, communities of faith, nonprofit organizations, and the general public delivering over 500 keynote speeches. As a survivor who benefited from the services of a Children’s Advocacy Center, Jenna has worked with over 100 Child Advocacy Centers across the country. She's also reached over 3 million children and youth, and helped raise over $20 million dollars for various organizations fighting child sexual abuse. Moreover, she has worked with over 26 states to help implement prevention education policies and has helped develop numerous child safety curriculums. The Epic conclusion of a WILD case we are calling The 3-Headed Unicorn! William Beckam was a serial child abductor and sexual abuser who terrorized and victimized at least three children and one young adult in Dallas County. He nicknamed himself “Skittles” because of the unique identifying tattoos of the candy on his face. Beckam targeted children who were walking alone on the streets of Dallas and Irving, either luring or threatening them to compel them to get into his vehicle. He then drove the victims to remote locations, sexually assaulted them at gunpoint, and returned them to the location where they were abducted. Through the incredible work of Detective Andrew Padrutt (Irving Police Department) and Detective Raungi Jones (Dallas Police Department), along with the outstanding forensic interviewers at the Dallas Children’s Advocacy Center, law enforcement was able to obtain solid identifying information about the assailant from the child victims shortly after their assaults. From those descriptions, leads were developed that led to the children positively identifying Beckam in a six-photo lineup. Law enforcement arrested Beckam while he was wearing the exact articles of clothing described in one of the assaults. Additionally, a search of his residence yielded the specific type of firearm described by the victims. Cell phone evidence contained images of one of the abducted victims that Beckam had photographed during one of the assaults, as well as multiple images and videos of CSAM. The excellent work of the REACH clinic also yielded positive DNA matches linking the seminal fluid found on one of the victims to Beckam. ADAs Blake Penfield and Kristen vanBolden prosecuted Beckam for the offense of Aggravated Sexual Assault of a Child with a Deadly Weapon. A Dallas County jury swiftly convicted him, and he was sentenced to life in prison without the possibility of parole. This verdict brought justice for the victims and could not have happened without the earnest and coordinated efforts of every facet of the MDT. Support the show

Episode 157: Det. Dan Willis (Ret) - Harold Sowers Case Study

There is a psychological compulsion that drives child molesters to relive their sexual fantasies with their victims. This compulsion can provide the child molestation investigator with critical corroborative evidence. The case of Harold Sowers demonstrates how a molester’s innate craving to seek and maintain mementos of their victims often ensures that crucial evidence will remain undisturbed, waiting for the investigator to discover it — even after 20 years. Case background While enjoying his summer, 8-year-old Andrew’s only thoughts were of Little League baseball and having fun. At his young age, there was no way for him to understand the perverted intentions of a friendly 35-year-old man, Harold Sowers, who lived several blocks away in La Mesa, California, a suburb of San Diego. There was also no way for Sowers to foresee that his compulsive desire to relive his deviant fantasies with his victims by keeping mementos of their relationship would eventually seal his conviction 27 years after the crime — despite no DNA evidence and no confession. The Sowers case offers intriguing insight into the motivations of child molesters and the type of evidence an investigator can hope to find, even years beyond the initial crime. Harold Sowers patiently took specific steps toward befriending young Andrew and gaining his trust, which eventually led to him being able to severely and repeatedly molest Andrew over a three-month period. Harold Sowers was a preferential child molester, one who preferred his male victims to be about 7–12 years old. Once a victim becomes older than the age that a preferential molester is fixated on, the molester is compulsively driven to continue to relive his perverted fantasies with the victim through photos, writings, computer and text messages, and mementos of the child at that particular age. The sexual fantasies of these molesters are so powerful that they compel them to save these “trophies” as their most prized possessions, often keeping them for life. At the end of summer, Andrew’s parents relocated the family, and Andrew lost contact with Sowers. Andrew never told his parents nor anyone else about the molestation until 20 years later. That’s when 28-year-old Andrew reported the molestation to the La Mesa Police Department. Even though a new California state law had just taken effect months earlier that eliminated the statute of limitations for child molestation, the chances of successfully investigating and prosecuting Harold Sowers after 20 years were practically nonexistent — that is, until the investigator asked Andrew if Sowers had ever taken any photos of him. Andrew tearfully described several posed nude photos Sowers had taken of him after some of the molestation incidents. Now, there was at least hope to corroborate Andrew’s 20-year-old secret. Jim Cole retired as a Supervisory Special Agent with Homeland Security Investigations (HSI) after serving almost 35 years in government/law enforcement. Jim was elected as the Chair of the INTERPOL Specialists Group on Crimes Against Children (IPSGCAC) in 2019 having previously served as the Chair of the Victim Identification experts sub-group from 2016 - 2019. Jim currently serves as the Chief of Law Enforcement Enterprise & Technology at Operation Light Shine where he liaises with law enforcement agencies, non-profit organizations and technology providers. Jim also serves as a Founding Partner in Onemi-Global Solutions, a consultancy focused on serving the child exploitation community. Jim started his law enforcement career in the United States Army, investigating national security related crimes and then served as a patrol officer, general detective, narcotics detective, violent crime detective and chief of detectives for a municipal police department in Oregon before becoming a special agent with HSI. Jim investigated child sexual exploitation crimes and conducted digital forensics in the HSI Portland, Oregon office where he pioneered a victim-centric forensic and investigative workflow and methodology focused on identifying and rescuing child victims versus just arresting offenders. In 2010, Jim was recruited to start HSI’s Victim Identification Program at the HSI Cyber Crimes Center in Fairfax, Virginia. Jim founded the HSI Victim Identification Laboratory and Program. By setting up, staffing and equipping a state-of-the-art full featured Victim Identification Laboratory, the program would go on to identify and rescue thousands of children around the globe and continues to do so today. Serving as the Section Chief for Victim Identification, Jim pioneered a variety of innovative approaches to Victim Identification working with a variety of tech providers and global law enforcement agencies. In 2011, Jim co-founded Project VIC, a victim-centric collaborative effort between law enforcement, industry partners and a variety of NGO’s with the mission to provide technology, methodologies and workflows to increase efficiencies for law enforcement who seize massive amounts of visual media related to child sexual exploitation investigations. The realized efficiencies allow law enforcement to identify and rescue victims while reducing work stress providing significant mental health benefits. Jim is considered a subject matter expert on child exploitation, victim identification, digital forensics technology and artificial intelligence. International Wellness Survey for Public Safety - 2025 The Foundation for First Responder Wellness & Resiliency, in partnership with Nova Southeastern University (NSU), invites active and retired public safety personnel to participate in a new, expanded national wellness survey. This effort builds on a 2019 study and now includes retired first responders. The survey is open to all current and former public safety personnel and aims to gather deeper insights into how occupational stress, trauma, and organizational culture impact mental health and resilience. Born from the Field Built for You! This evidence-based survey was created by First Responders, for First Responders. Researchers include culturally competent experts from our foundation and NSU who have dedicated their lives to public safety service. The results from the 2019 survey led to the creation of our foundation and sparked real change, including: • Enactment of legislation supporting first responder wellness, • Policy improvements at agency levels, • Expansion of peer support teams, resources, and wellness programs. Why it Matters Public safety professionals face unique and repeated exposure to trauma, loss, moral injury, and physical and emotional wear and tear. This survey will gather data and insights to help us understand long-term impacts, reduce stigma, improve coping tools and resilience-building strategies, guide policy and prevention efforts, and create cultural change. Who Should Participate Active and retired federal, state, local, and tribal: law enforcement, fire/rescue, EMS, corrections, and public safety telecommunicators. Participants must be 18 years of age or older. What to Expect The survey takes 30-40 minutes and includes questions about traumatic experiences, life stressors, coping strategies, and mental health/well-being. Participation is voluntary and anonymous. The survey tool removes your personably identifiable information from the collected data, including IP addresses and location, so no one knows who is taking the survey! Will I See the Results? Results will be shared and published through our website at www.FoundationFRWR.org in the “News and Information” section so agencies and leaders can utilize them to effect real change.
