While twelve colonies declared Independence on July 2, 1776, and approved the Declaration on July 4, New York refused to give its delegates to the Continental Congress permission to vote on Independence. On July 9th, after announcements that the twelve other states had declared their independence, New York finally acted. Message reached the Continental Congress on July 15th that the vote for independence was unanimous, with support in all thirteen states.
