Arbitrator John Obee finds a violation of the Joint Statement of Violence and Behavior in the Workplace when presented with clear and convincing evidence. Great Stewardship proved serial violations by a Supervisor and a Postmaster and he banned them both permanently from working in that office among other remedies.
