The government defends its changes to the prisoner early release scheme

The government has defended changes it's made to the prisoner early release scheme, saying that exempting more offenders would have led to the collapse of the prison system in England and Wales. Also: Britain and France have rescued more than 170 people from a migrant boat which caught fire in the Channel. And pass rates in Scotland's Highers, Advanced Highers and National 5 exams have all risen compared with last year.
