Dawn was breaking on April 18, 2018 in the outskirts of Port Vila, the capital of the Pacific island nation of Vanuatu. In a small settlement called Etas, a young mother stirred awake in her parents’ home, only to discover that her six-year-old daughter was nowhere to be found.
