Today on Midlantic Racing Today: The Horseracing Integrity and Safety Act (HISA) was found earlier this month by the US Fifth Circuit Court of Appeals to be unconstitutional. But the 6th Circuit found the opposite. That likely sets up a fight at the Supreme Court over the horse racing law. Now what? What is the court likely to do?
