Where Perkins V is headed between 2024 and 2026 Perkins V, formally the Strengthening Career and Technical Education for the 21st Century Act, reauthorizes and modernizes the 2006 Carl D. Perkins Act. Since the 2020-2021 school year, it has directed federal dollars toward Career and Technical Education, linking high schools, colleges, and employers. The law requires local agencies to run a needs assessment every two years, build real pathways instead of standalone courses, and expand support for students with disabilities, foster youth, English learners, and other special populations. It also pushes career exploration into middle schools, mandates employer consultation, and tracks new outcomes like graduation rates and non-traditional enrollment. As of 2024-2025, federal officials are tightening oversight, standardizing data reporting, and revising what counts as a CTE "concentrator," signaling that career and technical education is now central to national education policy rather than a side path.
