Planning Reform: Policy Changes Create New Opportunities

In this episode of Allsop’s PropChat residential Managing Partner Richard Adamson hosts Chris Brady and Aman Parekh from Allsop’s recently established Planning team, for a tour of the policy changes reshaping what's consentable and where the value sits. What's covered Meet the team - the remit spans early feasibility and land promotion through pre-applications, full applications and appeals, with cross-referrals across Allsop's other sectors Making sites work - viability strategies and meanwhile uses, from padel courts and self-storage to co-living, retrofit and student accommodation Housing delivery test, August results - roughly 93 of 330 English authorities now face the most severe measures, a 50% increase and what the presumption in favour of sustainable development means for how your application gets judged The National Scheme of Delegation - from late October, only the most significant applications go to committee. Chris and Aman discuss the thresholds: schemes up to 49 units sit in a smaller category, while c.1,500 units or more counts as strategically significant Draft London Plan - location-based affordable housing thresholds, mayoral call-in powers- and data centres now carrying their own policy that boroughs must recognise at plan-making stage Where to look - the 800m station radius (and what "well connected" actually means in policy terms, roughly four services an hour), green belt and grey belt, infill plots, previously developed land and renewables on lower-grade agricultural land Viability - NPPF wording that relaxes site-specific viability challenges, plus CIL phasing Appeals - the burden is time rather than cost, and there is real opportunity for those with the appetite for it Follow Allsop and our speakers Chris Brady, Aman Parekh and Richard Adamson on LinkedIn.
